BEA, SAP, IBM, Sonic, VeriSign, and Microsoft have republished WS-Policy and WS-PolicyAttachment. (My guess is that this is the one to watch.)
The only big change is an addition, based on feedback from the security community. Specifically, promoting how
WS-SecurityPolicy extends an assertion to include an optional nested policy. Besides delighting the customer, a cool thing about this is how little it changes normalization and intersection.
Other changes include dropping wsp:Policy/@targetNamespace (since policy doesn't define QNames), adding an optional wsp:Policy/@Name, dropping wsdl:definitions/wsp:UsingPolicy (redundant), and refreshing the examples.
