I'm a little late in getting this one posted but I just noticed that Microsoft released the standalone version of Device Emulator 3.0 back on 21-January-2008.
This has all of the cool stuff that the Visual Studio 2008 version of the Device Emulator has including the Device Emulator Manager and the Device Emulator Manager Automation API that allows you to programmatically start/stop/control the Device Emulators.
